When I worked for the SSA we had a $245 million contract to devise a way to GIVE people money that some schmuck figured out they should have gotten for SSI. Maybe$25 to$ 50. We wasted 12 months & a quarter of a billion to get people pennies. & the guy that thought it up got a $3000 bonus. Really.
